HUD-92051 or a Permanent Foundation Certification: Which Does an FHA File Need?

It depends on how the house was built. A site-built house in a jurisdiction with no building permit or certificate of occupancy needs three HUD-92051 Compliance Inspection Reports. A manufactured home needs one engineer's certification that its foundation meets HUD's permanent-foundation guide.

What is the difference, side by side?

HUD-92051 Compliance Inspection Report

  • Applies to site-built new construction.
  • Triggered when no local authority issues a building permit and a certificate of occupancy.
  • Three reports: footing, framing, and final.
  • Done during construction, at each stage.
  • Shows that the work observed at that stage complies.

Permanent foundation certification

  • Applies to manufactured homes.
  • Needed on any FHA loan for a manufactured home.
  • One certification.
  • Done after the home is set on its foundation.
  • Shows that the foundation meets HUD's permanent-foundation guide.

When does a file need the HUD-92051 reports?

When the house is site-built, the loan is FHA, and no local authority issues a building permit and a certificate of occupancy. The lender then has no local documents to collect, so FHA asks for inspections at the footing, framing, and final stages. Each one is written up on its own HUD-92051.

Two of those stages get covered as the build goes on, so the inspections have to be arranged before construction starts.

When does a file need a permanent foundation certification?

When the home is a manufactured home. The engineer inspects the installed foundation, anchoring, and enclosure and certifies whether they meet the guide. See what that inspection covers.

Can one property need both?

Rarely. A new manufactured home placed on a rural lot needs the foundation certification; the HUD-92051 path is for site-built construction. If a lender's condition is unclear about which one it wants, send the condition word for word before ordering anything.

Who handles the HUD-92051 inspections?

Scapular Engineering, the firm behind this site, does them in the same seven states: Missouri, Arkansas, Illinois, Kansas, Iowa, Nebraska, and Indiana. See HUD-92051 new construction inspections.
